To thoroughly implement the spirit of General Secretary Xi Jinping’s important discourses on scientific research and research conduct and academic ethics, and to fully carry out the university’s “Three Major Transformations” strategic plan, the School of Economics held a special educational event titled “Upholding Research Integrity and Ensuring Proper Use of Funds” in the school’s conference room on June 12, 2026. He provided a detailed interpretation of the spirit of the document *Negative List for the Use of Research Project Funds at Jiangxi University of Finance and Economics*, analyzing the “off-limits areas” and “red lines” for fund usage item by item from three dimensions: the general negative list, the National Social Science Fund negative list, and regulations for other projects. Vice Dean Yu Bingwen particularly emphasized that the General Prohibited Items List explicitly prohibits the unjustified expenditure of lump-sum project funds, the withholding, misappropriation, or diversion of project funds, and the fraudulent acquisition of labor fees and expert consultation fees through means such as fabricating personnel lists or submitting false claims. He specifically cautioned that faculty members within a research team are strictly prohibited from paying labor fees to one another and must not disburse any funds to individuals unrelated to the project. Regarding the National Social Science Fund’s negative list, Vice Dean Yu pointed out that stricter restrictions apply to the execution of these projects: funds may not be used for general office supplies, personal expenses, or paper editing and translation services; furthermore, the fund utilization rate during the project period must not fall below 70 percent. He also mentioned that National Social Science Fund projects approved after September 2016 may not incur publication fees, and entertainment expenses for industry-sponsored research projects must not exceed 30 percent of the funds received.
The event organized a session for all faculty members to study typical cases of research funding embezzlement. Vice Dean Yu Bingwen pointed out that these cases offer profound lessons and involve a heavy price; all researchers must take them as a warning and must not embezzle research funds through any means, such as labor fees, fraudulent contracts, or fictitious expenditures. The meeting required all faculty members to complete the signing of research integrity pledges for published papers by June 15; both Chinese and English versions must be signed. The event emphasized that integrity pledges must be signed prior to all research project applications, research award applications, and academic paper publications to ensure that application materials are truthful and compliant, data and findings are authentic and reliable, and citations are standardized and accurate, thereby resolutely eliminating academic misconduct such as fabrication, falsification, plagiarism, ghostwriting, and multiple submissions of the same manuscript.
